What is health technology assessment?
Health Technology Assessment (HTA) is the assessment of relevant evidence and knowledge on the effects and consequences of healthcare technologies. 

It contributes to priorities and decisions in relation to prevention, diagnosis, treatment and rehabilitation.

Our masters in HTA focuses on the production, critical appraisal and use of scientifically rigorous research evidence, applied to a range of health-related areas.

This MSc at Glasgow is one of only a few such programmes in the world.

The programme is delivered by the Health Economics and Health Technology Assessment (HEHTA) research team. 

As well as being involved in research and teaching, the team is involved in HTA decision making at a national level. 

Drawing on insights in data science, health economics, analytical decision modelling and patient-reported outcome measures, this programme will give you hands-on experience of the interconnected disciplines that are core to Health Technology Assessment.

The HEHTA team also drives key decisions and assessments for a range of international health agencies, ensuring our content is always up to date and relevant in the real world.

  • Critically interpret and synthesise quantitative and qualitative data using statistical, evidence synthesis, health economic, and qualitative research methodology 
  • Design, plan and create a specific research proposal for a health technology assessment to address a policy issue 
  • Critically appraise the reporting of and use of different methodologies within the process of health technology assessment


Health Technology Assessment (HTA) is growing in importance internationally and there is increasing demand for employees with relevant skills. 

Graduates are well equipped with qualitative and quantitative research skills which are ideal for jobs in academia, the pharmaceutical industry, and government information services/statistical agencies.

Potential employers and roles:

  • Academic/research centres or universities undertake HTA research projects funded by HTA agencies, national research bodies or health technology companies to support reimbursement or develop HTA methods
  • Private industry, including pharmaceutical companies, biotechnology companies and health insurance companies, design and undertake evaluations (effectiveness and/or cost-effectiveness) for presentation to reimbursement agencies in support of health technology products
  • Local or national government agencies, regulators, health service providers or international health organisations (e.g. WHO) commission and review assessments submitted to support reimbursement of health technologies; undertake systematic reviews, evidence synthesis and evaluations to focus and direct health care policy; evaluate policy and programmes previously funded
  • National or international consultancy companies undertake HTA projects for governments, HTA agencies or industry clients


There are three core courses that you must take, worth 60 credits in total. There are also eight optional courses to choose from: you need to select from these optional courses to make up a total of 60 credits. Please note that three of the optional courses are delivered face-to-face on campus in Glasgow. You will also complete a research project worth 60 credits.

Throughout each course you will be assessed in a variety of ways which could include essays, discussions, blogs, online presentations, interactive quizzes, assignments or group work. Details of these assignments are found in your induction.

  • MED5023Health Economics for HTA20 Credits

    Gain a fundamental grounding in health economics and the practical elements of economic evaluation that are integral to health technology assessment.

  • MED5275HTA: Policy and Principles20 Credits

    Incorporates traditional lectures, seminar and tutorial sessions to provide you with both a theoretical and a practical understanding of the policy and principles behind, and the techniques involved with, the process of health technology assessment.

  • MED5277PResearch Project60 Credits

    Students must also carry put a research project, this may include a: 1. Piece of empirical research utilising quantitative or qualitative methods 2. Secondary analysis of routine data or datasets collected as part of a larger study 3. Rapid evidence review of a technology 4. Evaluation of a technology 5. Case study The opportunity for students to demonstrate leadership, initiative and originality as well as their extensive understanding of the theory and practice of health technology assessment through the design and development of a specific research proposal and the analysis and completion of a research project within a specific area.

  • MED5372Statistical Methods for Health Technology Assessment and Evidence Based Medicine20 Credits

    This course will deliver the fundamentals of statistical methodology that underpin health technology assessment (HTA) and evidence-based medicine (EBM).

  • MED5374Economic Evaluation Alongside Clinical Trials (face-to-face) 20 Credits

    This course will teach the methods of how to analyse and evaluate economic data from a clinical trial (what data to collect, how to value cost and effect, how to analyse the data and estimate cost-effectiveness). This will equip students with the necessary skills so to carry out a full economic evaluation of an intervention(s) in a clinical trial setting.

  • MED5376Foundations of Decision Analytic Modelling10 Credits

    Covers the methods of decision analytic modelling that provide a coherent framework to inform decision making under uncertainty.

  • MED5377Health Technology Assessment in a Global Context20 Credits

    An introduction to health technology assessment from a global perspective. This course will cover HTA in different contexts, exploring geographical variation among high-income countries as well as looking in more depth at how and why decision making in healthcare may differ in low- and middle-income countries (LMICs).

  • MED5378Data Science20 Credits

    Delivers core components of identifying, combining and analysing routinely collected health data. It will cover aspects of information governance and disclosure control, and focus on data management, manipulation and advanced methods of data analysis. The course is aimed at health, social and clinical researchers who wish to learn techniques and skills to analyse linked health data.

  • MED5379Outcome Measurement and Valuation for Health Technology Assessment10 Credits

    During this course, you’ll gain a basic understanding of outcome measurement and valuation methodologies within health technology assessment. The course presents the theory behind outcome measures and introduces practical techniques valuing health, non-health and process outcomes.

  • MED5380Survival Analysis for Health Technology Assessment10 Credits

    During this course, you will find out how survival/time-to-event data is used to inform health economic analyses within health technology assessments.

  • MED5454Qualitative Research Methods for Health Technology Assessment10 Credits

    Explore the purpose and appropriate use of qualitative research methods in health technology assessment through recorded lectures and practical sessions. We’ll discuss the application of qualitative methods to conceptual modelling, informing trial design, contexts, and measures, and their uses in HTA where uncertainty is high.

  • MED5524Evidence Synthesis (face-to-face)10 Credits

    Covering the methods of systematic review and meta-analysis that are key inputs in health technology assessment and integral to evidence-based medicine.

Admissions Requirements

To be accepted to this programme, you must have:

  1. At least a 2:1 Honours degree or equivalent in a relevant quantitative subject (i.e. economics, mathematics, statistics, medicine, pharmacy, epidemiology, health services research) from a recognised institution.
  2. Exceptionally, consideration may be given to those with a relevant professional qualification who have experience in the field of health technology assessment.
  3. A background in health or medicine is desirable but not essential, we welcome applications from other academic disciplines.
  4. If your first language is not English, you must have a valid IELTS score of 6.5 with no less than 6.0 in any band or an equivalent English language qualification.
